What do you think is the most cost-effective way to give your home an interior makeover?

Of course, you can make drastic changes in your interior by simply changing out your lighting. For lamps it can be as simple as changing out the lamp shade. Add some wall sconces in your hallway or accent lights on a picture or other focal point. Change out those old Hollywood bath strips in your bathroom with update lighting fixtures. Create a statement with new foyer lighting. Even your back yard can use a makeover with strategically placed landscape lighting. Do the same with your front yard with post lights, sidewalk lights, or even spot lights.

I have a woven bamboo-esque lampshade that I'd like to stain darker and make into a ceiling fixture... any advice on what to do or not to do?

So-called "soft" items can make the biggest impact: pillows, window treatments, area rugs - even the placemats on your dining room table! Changing these items out seasonally can really brighten up your home - and your mood!
Paint. Paint. Paint.

I think this is the best way to make a big change in your home. Paint costs very little for the impact it makes. of coarse, you'll have to put a little time equity in as well, but if you take your time, you can do a beautiful job and make a huge impact for well under $100.
I'd go with paint first. A fresh coat can improve the looks dramatically. It's suprising how a few scuffs and pin-holes from pictures, nails and hangars can make an otherwise nice room look dated, tired, or dirty.

paint, and repurpose furniture from other rooms.
Paint a murla in your room using extra leftover paints from previous jobs. Change furniture from one room to the next. Change paintings and pictures too.
